It is just to know whether application of the best type of SYSTEM in a company or an organization would have everlasting applicability or has to be revised, and if it would have a time limit for expiration? How long would the best SYSTEM would last on?
in my opinion, I think to get the (best in class) you have to follow a continuous improvement for your system and practices which is calld (step by step improvement) or (staircase of improvement).
by implementing this types of improvement you will get the (best in class), but you have to note that it (non-stop process) or it is a continues process of follwoing an improvement, maintaining an improvement, follwoing an improvement, maintaining an improvement, and so on.
In fact. I do NOT personally believe there is such a thing as "BEST SYSTEM" meaning it is a PERFECT SYSTEM or EXACT MATCH TO NEEDS AND REQUIREMENTS.
This simple fact leads to the conclusion that such selection of system X or system Y needs to be revised every now and then to see if there is something better or more suitable in the market.
From the other side, the needs/requirements of an organization may evolve and change over time, and whatever was the best choice in the past, should not remain as the best choice now and in the future when these needs/requirements change over time
