There are lots of scope for fresh graduates or engineer.

If you are a certified CCNA then you have opportunity like as Technical Support Engineer or L1/L2 Support Engineer/Junior Network Engineer.

CCNP is the next step of CCNA. When you are a certified CCNP then you are not a fresh graduate because to pass CCNP you must require some experience as well as.However, CCNP has still great demand. If you have CCNP certificate you have scope for Network Engineer/Administrator,L2/L3 engineer,Senior Network Network Engineer etc.

There is always a scope for everything, merely just getting certification is not sufficient. You need to have good command and experience on technology and industry .
