In my opnion and it is true for most of the cases .It depends whome employer’s looks to recruit.In case of global hire most decisive factor is Cost consideration as employer’s has to look for organisation budget for such hire everything else take second preference.If budget allows then it comes to qualification of candidate to achive the post requirement via various mode.
