Before answering this question we have to define the "quality of education". If it is about increase in bundle of books, tough course and intricasies of system then surely the quality of education has been improved.
If "qualty of education" means character building, useful knowledge with limited course and an easy access to education for everyone then the quality of education is dropped, unfortunately.
