What should be the attitude of the Project Manager on Managing all his staff on how to bring their spirit consistently to the level of commitment?

Because I believe that success of your staff is the way you motivate them on what are these essentials characteristic that will affect them to move them from spectator to committed?

It seems you mean ( Synergy ),because in project management all stages are well set and defined, evryone knows his part of job according to time frame of a given stage, so, its a matter of harmonizing relationships among team members themselves and team members and project manager and supervisors, so that nothing will hinder your movement and plan .

Try to perceive their interests during project implementation stages, what promised insentives or rewards are there for them if they complete a stage before deadline with all its required quality and ( standards),because they are human being after all .

one of the hardest jobs is to be a manager or a leader because you have to deal with different people with different attributes and you have to bring all of them into one direction which you already planned. so from my point of view the best way is to be fair, active, creative and to create some challenges to keep them awake. also sharing thoughts with them and listening to them will give them the courage to think and to share their thoughts with the team. also give them free conversation time to come up with new ideas.

the first responsibility and obligation is to deliver the project in time, within the planned cost and performance and to the acceptance of the Owner, however many project managers and even  top management forget that the project will be developped, executed and delivered by a group of people that we call the Project team.

first the project manager must negociate with the functional department managers for the desired personnel;

second is to invite the already motivated good people to join the project; naturally attracted by the project;

the prject manager must have::

- Friendly approch and excellent communication inside the team work;

- Non-selfish orientation;

-  high technical skills;

- political sensitivity;

- strong problem orientation;

- strong goal orientation;

- high delf-esteem

to put the right person in the right place.

and to be able to motivate the personnel working on the projet he must be FLEXIBLE (not a shark, not timide).
