 Yes but it is a dirty job if not done in an unbiased way. In many private firms we see positions made for people who do not have to work and just need to collect their salary. And to justify his position and lean projects u cut the perks and incentives of the subbordinates. I can give an example. There are high paid people whose only job is to make pwoer pont and ecel presentations. It hardly takes1 day to do the job. and there are emploees preparing the data night and day justifying his salary. To them sometimes even the carrot in the carrot and stick policy does not exist. It is only fear of loosing the job that motivates you .
