"Cloud Computing " term was first used by information system professor Ramnath Chellapa.  The transition from Web2.0 to3.0 is not that clear though unlike transtion from Web1.0 which is static only webpage to Web2.0 which display dynamic, user interactive content like blogger, friendster, Youtube. In a way web3.0 = cloud computing with ability to process data in a more complex way.

Why I say transition is not that clear is that Web2.0 and Web3.0 uses same technology that make the web "smart" like Ruby on Rails, Java , Ajax etc.  Both is n-tier architecture. But like Tauseef Ahmad said, its most probably used as a marketing term.  Its hard to distinguish Web2.0 and3.0, just as example Bayt.com itself, it uses database, dynamic content just like Salesforce.com . During rise of Salesforce, there are a lot of similiar site with same capability with Salesforce and also Bayt.com. Both have capability to save data in database and manipulate the data. Both have interesting, flashy dynamic content.  But which one is2.0 or which one is3.0? Perhaps the marketing guy in Salesforce manage to steal the limelight by claiming they are the pioneer of3.0

Perhaps a real "Web3.0" should be when heavy computational is used on a data,Think of Soundhound, user uploaded sound such as a hum, a wistle etc a , a user has a really thin client of a couple of only a couple of megabyte, which is used only to upload the sound to a correct location, then heavy computing is done on the backend to identify which song matches the sound.
