policy is a guiding principle used to explain the "way things are done around here".

rule is a statement about what to do, or not to do, in a specific situation.

procedure is a series of steps to be followed to accomplish an end result.

Rule is the guide line or law that drives processes and procedures for example laws  of road like speed limit,Maximum speed etc.

Policies are the guidelines under which Procedures are developed.Policies address what the Policy is and its classification, who is responsible for the execution and enforcement of the Policy, and why the Policy is required.

Procedures define the specific instructions necessary to perform a task or part of a Process.  Procedures can take the form of a work instruction.How to start and to take the task to completion.

A procedure is a systamatic direction through which one can follow the things to do in a right path. Procedures are nothing but right paths. Any body will get fruitful result if he follows the prescribed procedure.

Rules are doctrines determining what to do and not to do. They the most flexible of all three and are subject to time & situation when it comes to changing or bending them. They can be part of a procedure.

Policies are regulations of conduct & actions geared towards realizing a set of goals & objectives, mostly for a longer period than rules or procedures. Policies are decisions resulting in developing procedures to follow.

Procedures may be part of a policy but they are more detailed, describing how to conduct a certain actions following certain steps, explaining how, who, where, when, what, why etc. They may consist of many rules drawing up a certain direction or path.
