Generally I can't agree that web development is something more than programming, but to beprecise we should consider this fact that web technologies are way wider and more complicated than any other platform that exist in th eprogramming world.
Thinking enterprise makes it even more complex in terms of system design and integration. hence web development is not just thinking in terms of GET/POST/REDIRECT but in a wider aspect such as API exposure, security and integration.
i dont agree that web development is more than programming,i can say that for a web to be designed,a program lang was to be installed first thus web development is dependant on programming.it can be seen as a section in programming and not more than programming
same role but different structures (objects,methods,etc..) :)
