Invest in your own staff, as well outsourcing because when you promote your staff from the organization, then a place is vacant.

I hope Outsourcing is more appropriate in such conditions because Outsourcing firm will be having perfect expertise to do job and all the legal and corporate responsibilities are shifted to them.
