Yes it is necessary, because framing business rules for a company is as equal as constitution of a country.

Yes, Its very important for business rules to be written since the stakeholders of the system can change at anytime, if so any new stakeholder could easily undestand the system by refering the Business requirement document which consists of system's and business requirements with business rules and constrains
