Although 'Oracle developer2000' is not supported officially any more by Oracle, I am using it (version6.0) successfully at my workplace on Windows XP and Windows7 without any problem. There is no issue in installing the developer suite on these OS. It can be installed simply by following the installation wizard. The complete installation of the software will install an Oracle database client also for you by default.
However, the 'Developer6' based application is known to have problem with the database Oracle10g and above. It works successfully with the database versions up to9i.
Also, if you intend to install the Oracle database also on the same machine, it is advisable to install the 'Developer6' first and later the database and in separate Oracle homes.

First of all you have to install Oracle database as a backend tool then after that you have to install Developer2000(Forms and reports) as a front end tool
