I have visited both, through work, but never stayed for any length of time, however from the limited knowledge that I have I think that Dubai is more cosmopolitan and just has the edge, having said that I would have no problem working in either country.
I have third answer KSA , as i dream to finish my life time and my family in KSA ( Serving God & Collecting money as well ) , finally the answer differe from one to another according to the needs for every one as may be one accept small salary and other refuse so the answer can't be between only2 .
Actually, there is no point of comparison between the two countries. It's unfair to compare Dubai with Doha in terms of standard of living, salary range, working conditions, or social amenities because they are totally different.

In my opinion It's very easy to work and achive anywhere, but with a little bit appreciation and respectful manner , you will succeed and will improve your self and be an extremely productive for short - term and long term if the institution will encourage you to learn more and study for the company's future with more stability it will be worth for both of us .
But I'd prefer to get a real chance in UAE I respect their culture and the way of being in a successful country .and how the Low is respected and applicable for all.
Since Dubai is international trade hub, I would say Dubai is first cuase one can earn more, learn more and promote well in the diversity of differnt teams.
Both have the well paying job companies. Dubai is well established as compared to DOHA. Living Standards are high. Food is in range of everyone.
I have not even visited either of the said places,know very litle about them.
Your question looking for me like "what you prefere to take apple or orange?", to be honest i would get the both, but in your case compare your offers before you take the decision
Dubai is always better to work, because of its multi-cultured acceptance fromt he Rulers and the people living here are very nice and cooperative.
