It's all about skills and target customer requirement. If one has selling skills, English and Soft skills can always be taught whenever required. If you find the guy to be capable enough, you can hire him.
Yes, if S/ He has great skills, speaking will be solve later. Speaking can be solved by behavior fastly. but talent and skills need longer time to reached them than speaking skill.

A great skilled sales person with poor English skills, that is a great asset. Language can be learnt but the skill of true selling is limited to a few. I would say hire him/her and provide the training and support to enhance their English language skill in order for the company to flourish and the sales manager to feel a sense of acomplishment in their career/life.
