All answers are foolish, very important to test your power supply, before installed in your computer, you need tester like avometer digital and power supply tester, to make Sure the voltage and watt are working very good
when you will give the power of computer then system on if your system are being not on so you should check the man electric supply
Check the motherboard light, to see if it receive electricity, also as Mr. Mathew said see the internal fan if its working.
If both things were checked out, then it could be the MB capacitors, to check this out, you can tell by looking at them, and to be more sure try another power supply.
If you dont have another good one it is so easy , and may we can repair it , just uninstall the power supply from the pc and make short between too pins , the first one where the wire color is green and the2sc one where the wire color is black ( ground ) , the power supply will work if it is good
Power Supply Unit (PSU) troubleshooting depnds on the skill of the person who is handling it.
A. If the personn is general user then he should use the following steps-
1. Detach all the power cables from the motherboard, hard disk, CD/DVD ROM drive, etc.;
2. Add another similar PSU from another functional computer;
3. Turn on the computer. If the system turns on then your PC power supply is bad.
4. If the PC so not turn on then troubleshoot the PC first and check the PSU again.
B. If the person is and expert and has a multimeter then he should go through following steps-
1. Detach the power cable from the power supply unit that connects the power supply unit to the main line.
2. Use a test lamp (usualy a bulb with bulb holder and cable) to check the power cable.
3. If the bulb turns on then both the Phase and Neutral are ok. Otherwis change the cable.
4. Detach all the power cables from the motherboard, hard disk, CD/DVD ROM drive, etc.;
5. Connect the power supply to the main line.
6. Find the terminal of green cable of the ATX connector.
7. Use a metal cable to short the green cable with a black cable.
[Note: The voltage of these cables are not harmful to our body. But you should be alert about leakage current that may cause a sevear accident for you.]
8. If the fan of PSU rotate then assume that the PSU is50% ok.
9. After turning on the PSU check the voltates of all the cables. Black=0v, Brown= +3.3v, Red= +5v, Yellow= +12v, Blue= -12v. In this case use the black cable as referance.
10. A load test may need to perform to make sure the current capacity of each cable of the PSU. In this case use DC5v,12v torch bulbs for the corresponding cables.
If these test fails then you may need to change the PSU.
Note that, Never try to repair the PSU, it may damage your motherboard, processor, etc.
Make a jumper cable on the ATX24 pin power supply connector (as from green colour pin to black colour pin), then give power to the SMPS. If the SMPS Fan rotates ,then Power Supply is OK, otherwise It is NOT OK, Some kind fan also faulty so try to connect power to CDROM(IDE OR SATA)
if you want to check it really just install another one from any another PC if the problem solved and your PC come alive
so you will be100% that is the your power supply is not working probably in this a step
you will cut any other possibilities that there is another problems in any another parts
and now if you want to fix Power supply …open it and check if there is any capacitor or fuse is plowed
up if you can’t see any then you need a new one because it will cost you lees than fixing the old one
when connected the power supply to electricity, bring a small wire
connect one pair to the green pin and the other pair to any black (ground) pin, u will be able to test the PS

Some motherboards have led light on the board that lights up if the computer is receiving power supply
If the motherboard internal fan is running then the computer is having power supply
Else u can use a tester to check the motherboard if it has power then the tester will show orange light
1-took a multi metere
2-put the black wire of multimetere in black wire of power supply and red wire any other colour wire and chek the volt in every connector if it has volt in every wire so its ok if not so damaged.
3-if damaged open power suply and repair from inside
4- in power supply3.3,5,2,12,-5-12 voltages are appear.
5-for power suply volt chek set the volt metere on20 volts you will git100 percent resuilt
If your motherboard is working good and your output is100% then why you check the power supply if he exhaust then you check with the meter and manually tester like screw driver if light is on then is ok. :O
