Wrong, you have to be sure the same templates you are using is already used by thousands around the world. start up by creating your wireframe (using Axure for example) based on gathered information and develop it to a look and feel design
If you need the truth you have to build your website from scratch . becouse there is a client needs many things like he need menu in the left not in the top. he needs news, ads , many of things can change
in my opinion if you will modify templates it's better to design from begining, believe me you will distortion the design if you gonna to modify it
I would say I use a Premade framework instead of a full Html Template.There are a premade templates designed specially for a developer who want to create a website. for instance; responsive html5 template/framework, Thats save alot of time from building an HTML/CSS/Jscript template from scratch, so basically you're using a framework, then you can intergrate the PSD design you just created to this Paid framwwork.
White/blank page is best start for me and adding few images and dummy text to play with it.
Inspire from the templates and themes to create one from scratch, if you use the templates will be hard for you in the future to learn new technologies, and the sense of the creativity will disappears, so you should keep your mind works.
