Actually both, however the intentions while asking question should be to learn and decide and not just to defy the authority. Authority means someone who has the power and vison to guide you in right direction. If a person cannot guide you properly, he cannot be the authority so no question of obeying that person. To know if he can do it, you need to ask questions. We should obey the authority but not blindly.
