What's necessary in your respectful opinion?
Employees should be allowed to control their workspaces for high performance but should be limited to the particular workspaces only. Individual freedom at workspaces definately give better performance but the output of workspaces should not be in conflict with overall companies' interest.
The best solution is to accomodate as much as possible both parties, the organization in terms of corporate image and the employees in terms of comfort, safety,equipments etc
