The most probable / best option is "Organisational Culture".

Some Culture Driven Organisations adopt a strong Culture formulated by the Promoters / Sponsors who force upon the managament & employees to practice the same.

These Organisations become too rigid to adopt to "Change" needed for survival & growth in a changing and competitive external environment and eventually end up closing down.

The appropirate answer would be Management because the management can arrange funds, find/setup a new team and set the organisations culture.

 

- Employees can not be blamed. They were hired by the Management at the first place.

 

- Funds can always be arranged. Souq.com was the industry leader around5 years back until dubizzle came in and made souq invisible. They almost had to wind up but the Management somehow arranged an investment of275 Million dirhams and brough souq back into the race.
