Couple things related to your question

  1. There are very poor (sometime no) statistics on anything related to ME/NA region.
  2. ME/NA culture is very senstive towards talking about failures ... and see this as expsoure of their internal weaknesses and messup

It is also human nature that people (any people) like to talk about success not failure, expcept in the "BLAME GAME" and "FINGER POINTING" practices associated with internal politics, shift of power and abrupt change of policies.

In ME/NA region specially, there is the additional problem of LACK OF MATURITY  in make the right decisions, and the inclination of management and decision makers to follow the trends and directions coming from overseas from US, Europe and Japan.   I have already30+ years of presence/experience in the region, I am also a Certified Project Manager/Certified Project Director, I have  a special group in Linkedin dealing with advanced project/program management topics (including PMO) and this group has over3500 members in it. I also worked in management consultancy/professional services related to the subject of PMO , particiularly in Saudi Arabia (mainly Riyadh) and I know specifically why these PMO implementations are useless and ineffective.

However, I do NOT see the solution to quit the idea because people in charge were not good enough. On the contrary, I see PMO as absolute need for mega large/complex projects, project portfolios and programs specially for large organizations in critical sectors and specially those at the national/regional level
