Its a very deep statement Where we do find ourselves in practical ? How we can identify the persons of this character as IT IS VERY DIFFICULT to know the person's inner intentions.
Why do you call such people as liars? The don't know that they don't know while liars are the ones who know the truth but tell something else.
Anyhow, I see that we must verify any information we receive and this can be done by discussing the sender or by validating the information through logic and research. I agree that this is becoming more difficult with advanced technologies forging voice, pictures, videos, & even thinking.
I suggest that you rely only on what you know for sure is right or treat it a risk driver and plan to mitigate it.
LIARS are in my view point much better than people with double face,,, you can identify liars with in days and you do not trust them in future but MUNNAFIQS are hard to diaganose,,,
I believe Psychology uses a term for such as In pseudologia fantastica, also called mythomania, compulsive lying or pathological lying, is a behavior of habitual or compulsive lying. (Courtesy wikipedia).
The individual may be aware they are lying, or may believe they are telling the truth, being unaware that they are relating fantasies.
This is a controversial issue even in Psychology, some are of the opinion that the liar is aware of the lie but tries to tell it convincingly, some refute its a mental health condition and they aren't aware.
According to my personal assessment I believe even such liars are aware of their lies deep down, but often they've been doing it for so long telling twisted tales that it ends up becoming a routine for them to lie with confidence and their speech is vibrant and often mistakened as true expression.

Yes, it is difficult to judge. But some times we may find them easily and treat as what they deserve.
The Most Dangerous Liars Are Those Who Think They Are Telling Truth

Those who lie, twist life so that it looks tasty to the lazy, brilliant to the ignorant, and powerful to the weak. But lies only strengthen our defects. They don't teach anything, help anything, fix anything or cure anything. Nor do they develop one's character, one's mind, one's heart or one's soul.”
lying is the combination of being unable to face the results of honesty and the lack of proper values (the tolerance of lying).Self Esteem is an issue with liars. When self esteem is threatened people start lying. The farther one's true self is from their ideal self, the more likely they are to lie to boost themselves up, in others' eyes or their eyes... or perhaps how they perceive others to perceive them. Lying is a complex phenomenon.
A pathological liar believes he/she is telling the truth when he/she lies. They manage to convince themselves they are true. Pathological liars believe they are honest and trustworthy as anyone else.

Lies obviously hurt the person who is lied to (most of the time), but they can also hurt the liar, and society in general.
The person who is lied to suffers if they don't find out because:

· They may make a decision that they would not otherwise have made
· They may suffer damage as a result of the lie
The person who is lied to suffers if they do find out because:
· They feel badly treated - deceived and manipulated, and regarded as a person who doesn't deserve the truth
· They see the damage they have suffered
· They doubt their own ability to assess truth and make decisions
· They become untrusting and uncertain and this too damages their ability to make free and informed choices
· They may seek revenge
The liar is hurt because:
· He has to remember the lies he's told
· He must act in conformity with the lies
· He may have to tell more lies to avoid being found out
· He has to be wary of those he's lied to
· His long-term credibility is at risk
· He will probably suffer harm if he's found out
· If he's found out, people are more likely to lie to him
· If he's found out he's less likely to be believed in future
· His own view of his integrity is damaged
· He may find it easier to lie again or to do other wrongs
Liars are liars simply and they are disgusting people.
I agree with this. They actually lie in their own way.
