Is it leadership or HR matter when we face people issues in general?

It is leadership. Leader shows, directs, demonstrates, advises, motivates, supports people. If there are people issues, leader with good leadership will manage the issues first. Solutions may come after consultation or collaboration with other functions i.e. HR, Legal advisory, Finance or other functions.  

Everything relates to people is  considered as HR matters however it requires leadership to first dealing with people issues before it becomes HR matters.
