For me it is not a big deal, but I will request that manager to pass any job through me , so that I should be in knowledge that what my team members are doing so that  I can keep better control on them, also I will request my team member to inform about any task which they get from higher level managers.

Higher management has the authurity to ask team members about certain job even though without take permision from the med management unless that disturb the schedule of team member work.

So it must be come from the team member, if they can do that job without distrubence so its ok, If not they must speak directly to the higher management to take permision from their managers.

Look it depends on the situation if this task or decision had been taken at a destructive situation or a sudden change of the project Which needs an instantaneous decision I must respect this situation and work on this task in a smart and pushing on attitude because you must be flexible towards these cases in such situations especially if this will affect the project directly and you was not at your office or reviewing another tasks but in some different cases you must know why this issue or task had been done through your team without you consultant and managerial monitoring for preventing this scenario to be operational scenario in another word to prevent repeating this cases because may be the problem is you yourself and this happened already in a lot of position this may be because the middle manager communication with the top manager is not good or the manager is not qualified enough or the top manager had made a mistake to communicate directly with the middle manager team work without referring to their manager so you must firstly know or conclude the reason then discuss it directly with the top manager

As a leader of the team,i should be the first to be noticed about any tasks.. if a higher level manager gives the task to someone whom i am controlling..this means that I need to improve in certain areas so i believe that the best way to do is by meeting the manager and ask for explanation

If i were the team leader I wouldn't mind much about that but I would prefer to know the reason from my Manager why he had selected that particular team member without my knowledge or without informing me. I would do this only to track the work my team member is dong.

I would also let my manager know about the delay/impact in case if he has assigned me any important job. If there is no impact then I will try helping my team member for better output.

I would ask my staff to go ahead & do it.... Same time , Talk with the other Manager to notify me , as I dont mind assisting ,but in order to know the load of work they are handling.

Its nice to assist other departments & learn from their experience.

First of All it occurs due to the Management Gap .

The other thing is that, if a Proper SOP (Standard Operating Procedures) is assigned to each and every member of the team, then he will observe those procedures and nobody interferes into his business nor he/she..

Being Team Leader it is your duty to make them strictly follow those SOP.

This is your inability/ Mishandling for your  staff or team that someone assigns him a task without concerning/consulting you.

Team leader himself should be strong enough that no one bypass him and it is in the  knowledge/practice  of the higher management that he is the Man of Principles

It shows higher management has some issues with my leadership becasue of which the chain is broken. But if this is done because of my unavailability in the office (e.g. leave/training/conference) then I will not even try to waste my precious time thinking on the matter.

It happened before with me when I was on leave but the answer from employee under my authority is "I have to inform my direct boss first then I can take permission because he give me some tasks also" then after I informed I got direct to him that any exceed to my authority I will resign immediately because me only I put the tactics to my department as per my authority
