How to utilize such long experiance in all civil engineering fields from the start of the project till completion and hand over ?

The company must evaluate the performance of the engineer through work and refresh their order and their role as experience evolves with time

No two  projects are similar in kind but the project components may be similar. So the experience that one acquire with the completion of each milestone will enrich you and you can utilise the same in another project though of another kind.

Iwork in dam project wich the core is cllay so that in summer i work in dam site and in winter in tunnel or road and other site  and ihave20 years experiance

It's the same answer to all fields beside civil engineering, it's one of the most important principles an organization can apply to move ahead and standout in the market. One of the most important outcomes of any project is "lessons learned",if you don't want to make the same mistake twice you need to understand what went wrong and how to avoid it the next time,where every thing should be documented and added to the organization, this what's called in project management terms " organizational assets " . As who's responsible for it, I think it's the management who has the ultimatum responsibility to force such concepts and encourage the org personnel to be proactive.

An experienced engineer should study drawing, design, planing, location condition, materials and manpower cnveynce cost before start the certain project and report to compay meeting according his experience and find out the better solution of comming problem. His decision must be aproved by the company.
