If you are a women in another country and you are being exposed to inappropriate behavior by your employer who do you contact, how do you get out of a contract that states your duties and right that should be followed by your employer but he is harassing you and acting inappropriate?
If you search the net you will find that countries with strict rules for women (which women follow), don't in fact protect them from harassment. In fact they have a very high percentage in assaults. So, it's not the dressing code that women use the main problem for harassment. I think that's an excuse for men to do whatever they feel like and then blame the woman. After all, when a man hesitated even if a woman said no to him? It's a guy thing to percist in a situation like this. And even more if you are a foreigner in a country with different way of life from your own, it's only natural to pursuit an approval from the new environment. In this case, it's bound to do some mistakes because you really don't know how people think. And this way you can be misunderstood very easily. In my opinion, even if I don't have the experience of living in a foreign country, it's a good thing if the woman had some evidence of the unappropreate behaviour and of course the second thing is to get in touch with her embassy for the necessary information and help.

Where you are working that place exists in a society not in a jungle, so when a female is leaving her house to work she must wear confidence and attitude. No one can haras you unless you provide a chance or you accept a chance.
You have a right to say a loud NO when you are being harassed or fooled.
God has made women attractive for men, when a lady is going to work her dressing must not be attractive instead covering her from the eye of men.
Best jobs for women are teaching and customer services where customers are ladies.
I am not a preacher but if you google about why muslim women are told to use veal/abaya is to keep them protective and hidden of the evil eye, you will double your confidence and sheild to face men from the next day Insha Allah.
Women have rights not to be harassed and HR is the first place to go to if your manager makes unappropriated advances ...
Also a woman should have common sense to dress professionally (appropriate for the job).
However the dress code is not always the problem ... more so it is a matter of power and position which the aggressor wishes to make known and the lack of respect towards a woman.
wemen are taken as a weeker sex and some people may take advantage over them, when you are in another country you must have contact of your country representative that may assist when in such kind of situation. but wemen should be modest in all they do to avoid entering in traps that might be difficult to out from.
