first you have to set with the company board recruitment cost on the budget in the beginning of the financial year upon the number of employees needed to be recruited to fulfill the manpower requirment of the Organization.
Second you have to prepare how this budget will be consuemed during the next year.
third upon1 and2 you will be able to forecast the comapny manpower requirment and start by dowing the followin:
advertisment or job hunt you will choose the way the candidates will know your manpower requirment according to the position and the number of employees needed.
you have to write the job description and specifications for each and every job required mentioning work condition - working hour - summary of what the job entails and the way the candidates will send thier CV's.
after Creating a ggod pool of candidates you will start making filtering and screenning to remove the unrequired candidates and to prepare the required candidates to be interviwed by the technical committee that will test him on the technical matters - language - personality etc....
then you will record each committee member opinion in every candidate with grades and comments to finally show the average grade for each and every candidate and the comittee members comments to show them the candidates sorted by thier average grades in descinding order.
to easily select from the best graded candidates
