A good boss should avoid "micro management". This is a very big problem for an experienced professional . If the boss applies micro - management, talented and experienced professionals can't use enough initiative and finally leave the company . Executive management is based on balance .

Not necessarily . It really depends on the details. How good does the boss need to be in order to make a desicion ? Does this apply to middle managers ?? or the real big boss who does not need to justify/defned his decisions ??
Also what do you mean by telented people ?? is talent enough to let them go on thie way and get out of their way as you put it ??? Not necessarily !! It is not just talent that counts here !! How about capabilty, competency, trustwrthiness, ... etc . etc. ?? Lastly, it is the nature of the role/work that these "talented" people are hired to do .... Is this a highly critical work with lots of significant impact on the business and the organization ? Or are they low-value/low risk work assiognments ?? I recommend you need to analyze the situation deeper and keep all the facts/considerations in mind before reaching this conclusion or that one !
I think can be half half , meaning50 % of people know well their duties and don't need control , But other50 % need they managers to control and always keep an eye on them to make work finished.
