Potential and skills can be hired with a minimum level to be developed and used.
Generally speaking, yes I agree.However, people are greedy bay nature, and employers like/wish/dream of getting all what they need/expect in the same person. Good luck to them !!
However, if you have to make a choice, I agree that attitude and the adapatability/ability to learn is the most important thing.

Skills are important, but hiring the right skills with the wrong attitude will result in a lot of headaches. You can teach skills, but teaching attitude is extremely difficult.
