Can we connect two different network without Router or layer 3 Switch ?

No It Is no Possible Router can connect two different networks.

Of course we can, you can use a PC or a Linux box (computer) with two lan cards and set a network on each card. What you can't do without is a routing table of some sort but depending on your network you can make a static routing table and will be good to go.
