I think it should go without saying that one knows the basics of design.
You need not be an expert to create a wonderful and effective logo.
What you do need is understanding.
Understanding of the client's intent, the brand or company's identity and objectives, how the logo you'll create will achieve that and at the same time stand out from the crowd.
Also, it's the understanding of what the client wants and what he/she needs, and knowing the difference between the two plus having the wisdom on how to satisfy both.
Surprisingly, this understanding is what many designers lack, young or old, new or experienced.

Keep it simple and creative...
they are the two hardest thing to do for a logo.
first tip: Don't start from zero...
always look at different logo ideas from websites and blogs on the internet, and try to take different ideas from them.
Second tip: Don't use pictures in your logo, they will make it more complicated and ugly.
Third tip: use your colors wisely, don't use colors that are so bright or so dark, use ones that are comfortable to the eye of the viewer.
