A good marketing budget doesn't always mean good returns/sales, why?

If returns are not good means strategy or markeeting team is weak and required to trained or replace.
I can't believe on weak returns with a motivated team and good strategy

you have to understand that marketing concentrates on consumers and needs time to work and achieve desired results.

while sales is  product  concentrated and short lived. so sales will be slow and returns short untill the market plan takes its full effective cycle which is usually long
