Yes. It is the first impression of a person. Our personality reflects on our  look. 

as a professional HR Manager i have to be built my assessment on a practical impartial  basis such as knowledge, skills and qualifications and i have to be neutral regardless of any other effects unless the good looking or the good appearance is one of the job requirments then it has to be considered in the interview assessment.
