Finding a "loyal" candidate from an interview depends on the interviewer expertise and asked questions.For example asking an "unexpected" question to the candidate about why he/she wants to leave the previous company may clarify the "loyalty" of this candidate.

Also confidence and body language of the candidate can indicate to the level of truth being said.
