it is not easy to answer in few words, but we can start :)
what we need to control is driver, road, vehicle and load securing.
we have to start with driver, we have to choose fit drivers (medical checks), with required license, and trainings like defensive drive training from one of approved training centers.
you have to make random checks on drivers (drugs), also to make assessment from time to time to ensure that they know information about road safety and how they implment it.
also we can make schools to train drivers how to drive safe, and do their job. also what they are going to face and how to act against it. it is long journey but with value.
for vehciles we can control the speed of it by make monitoring system IVMS or GPS, and make randome check on the records to ensure that driver is working safe.
also make weekly and daily checks on vehciles with minimum requirment.
the same for load securing: most of drivers don't know how to secure load or what is the impact from doing bad job. so we have to train them good with information that they need and how to implment it and assessment for the risk that they are going to face..
drive is easy for many people , but it is not easy to be proffessional driver

Let’s be more practical; not left all at others, let’s assess our role & responsibilities as logistics incharge:
Ø Contractor: Do we agree something in contract about road safety?
Ø Driver: Is contractor hiring good drivers?
Ø Vehicle: Is contractor are using suitable vehicles?
Ø Rote: Are contractor and we are well updated about rote hazards we are operating?
Ø Load: Are we are taking care loads? Over load or as per specification according to trucks?
