Operation research is done in the feasibility phase of the project to ascertain the best course of action to achive optimum results.

Operations/Operational Reasearch (OR) is using advanced analytical methods to make better decisions regarding operations.
If you examine your "operations department/function" in the organization chart and see what goes under its umbrella from responsibilities and mandates viewpoint, you will be able to identify the areas where OR can be applied and where you can benefit from it to have better, more agile, smooth and streamlined operations.
Having worked in IT setor, banking sector and industrial sector .. I have found operations to vary significantly between these different industries. Also subject to the internal politics game which affects the organization chart/structure, I have found operations department/manager to be very powerful and has lots of things below it, and I have also seem other situations whete the operations department/manager are of minor role and importance.
Operational research is complementarty to other types of research and development (R&D) including market research, Innovation research, .. etc and could potentially from data warehouse/business ingelligence applications suite (if it is there) ... to make Operations decisions in context of the overall business model and the full business cycle
