Definitely a "YES". A man can prepare thousands of answers for his mistakes but never think of asking himself a sincere question. Besides, a good question comes to our mind only after we have thought a lot about something and when we get stuck at some point, that's when we require someone's advice or point of view... Being a human being is not justified by "I am". Its rather justified by "Why am I?" "What's my purpose in life?" "For what do i strive?"

Voltaire was  a scholar, philosopher, scientist, writer and a philanthropist

Questioning and reasoning are key to acquiring high quality knowledge

In my consultancy services, I give myself the right to ask all questions that come across my mind in the first few days.  It is better than asking them later or not asking them at all !!

Asking a good question or answering a good answer indicates the intelligent mind without doubt.

So it doesn't matter which comes first.

i agree but dont mean that answers dont count.  questions, always show the depth of how deep the person thinks about something.  so yes, questions ALSO, and not ONLY, tell us about a person.  We should always encourage questions and reasoning.  this is better then a person keeping quite and then a disaster takes place.

Asking a question requires your involvement and concentration throughout a project.While answering depends on knowledge and communication skills. You need both to be intelligent.just asking intelligent questions won't make you brilliant but having an answer for the question will.
