Quality is doing something or producing something as per the standard and specifications expected from it. Quality is not neccessarily doing or building something very top class for example if a pipe needs to be manufactured with a diameter of1" +/-0.05 then it should always be produced within the specifications of0.95 inches to1.05 inches. if it is so then it is a quality product.  it is no use trying to manufacture it for example0.99 to1.01 as it is not the required quality specifications.

As for the measuring of quality there are tools and techniques to do that for example six sigma etc

It can be measured by the output it generates. If the result is within time and within budget then perfect. For productivity and production unit it is the quality of the product with time and budget. For sales your market share within expected target so on and so forth.
