This question was raised by Fida A.A then the question just disappeared. I would like to give my perspective and share my real experience here
While Working, you can always improve your skills. While doing so please keep in mind the below mentioned points:
1) You must be very strong in Basic principals of any profession you work and apply them practically wherever it is necessary during your exposure. In other words you must be conceptually good enough to handle any situation where your professional expertise require.
2) You must be more analytic and accurate. Update yourself about statue of state and central and it is very much essential to apply them practically and ensure that you are abide by the rules and regulations of the country and no compromise on this at any point of time otherwise it will affect your career growth.
3) Try to attend maximum in house and External training programmes and gain the essence of it. Ask the employers to sponsor you for any seminars, symposiums for the benefit of you and organisations.
4) Interact with people and try to understand more from them by asking frequent questions and get yourself clarified all the doubts you have by seniors. While interacting know your limitations and make notes if possible.
5) Always try to question yourself as to Why ? When ? Where and How ? If you get answers for these questions you are more practical in solving problems and feel great.
6) Try to interact with Internal and External Customer of the organisation you are working for and know more about organisation and its business activities.
7) Above all, one thing keep in mind is your : Attitude, Behavior and Interpersonal skills makes lot of difference when your are working. Adopt yourself to the new Technics which is changing every hour and every day.
8) Read the journals published by respective country professional bodies who regulates the related profession and update your self.
9) Make plan in beginning of the day and review it at the end of the day in order to evaluate yourself.
10) Finally, I can say : where there is a will there is a way - Learning keeps going.

i believe if you have the need you will have the way.
i have been getting much needed information through U TUBE ,it has been a wonderfull experience,just be carefull when picking tubes you have to know the background of the presenter or lecturer,like books be very picky.
make plan and go according to your plan and experience you can get from your area where you work..just you have to find wright person.
Upgrading of skills (in this question) is assumed to be non-job related. This is done by careful planning and determination to succeed. If it is job-related, then working harder with more senior people and asking a lot of questions on their experience.
If it is work related then we practice and learn with co-operation of team members.
if it not work related then we study books, website and join class in free time.
We can upgrade our skills that we gradually learn and improve in the process while we are working a full time job. Actual and personal experience will teach us lesson related to decision making, staff management, planning and other soft skills.
Companies also offer training, seminars and other activity to develop their own people to improve productivity level while you are employed by them, this will improve your hard skill.
We can also browse the net to get more relevant and latest information that we can use to improve our interpersonal and professional skills.
