Full legal capacity is the ability to exercise rights and to assume obligations, a person who has reached the age of18 years.

by a person able to work we means that now a person"s age has touched the maturity level and he  has mentaly and physically capability to do anything

A person who is able to work means an individual who can flourish his skills easily and utilise his abitlity to think and work efficiently unlike an individual's age.
