Because how i am supposed to get UAE experience, if no one is willing to give a job at first.
Every country has its own ways, customs, traditions, systems, rules and regulations etc....... which are different from country to country. So if you look for a job in UAE, naturally UAE employers will like to employ someone who knows the UAE flavour, not a one who doesn't know the flavour....

every country are having their own rule and regulaization . so it will be easier to handile if having same county experience.

This is paradigm and modus operandi taken by Employers and perhaps Employment Agencies in UAE, in fact GCC as they could gather a big pool of talent from around the world. We can debate about the reason/s and why but at the end of the day the detemine criterion is "whose market it is".
To add little more to why yes and why not to the question, generally the GCC Employers expect the person is able to perform his/her job function from day with little guidance, lock, stock and barrel and therefore past experience of the same is crucial. On the other hand, one could see CV of Key Staff for international contractors, this so-called Contractor Site based team is jumping from one country to others and in many cases they completed the projects within time and budget. Ironically, some of the PM not only jet setting from one country to another and also from various kind of project; road project to dam project to airport project to marine and jetties, to power gen. plant, etc. and oddly to buildings as well.
