IMO if a one finger typist remains one finger typist no matter since how many years he is typing from. Experience section is exactly like that in a resume. Yes, bringing value to the employer and organization is very very important and value addition is not fulfilling the J.D infect its above than that. It can range from skills to’ can do’ or self education section to hobbies J
Now when I say can do I mean what the candidate is bringing or adding other than J.D like working on weekends , even ready to work on late hours, having no liabilities , trained on thinking skills , knowing how human brain works as mind etc etc

As a Recruiter I would like to know what you have done and how have you done it, therefore I pay much attention into EXPERIENCE section. This is how I qualify and quantify information presented on any resume.

If you consider cover letter as part of resume, than Cover letter is the most important. Otherwise SKILLS & Hands-on experience is most important.
The Objective or Summary is most important.
It describe the value you can bring to an employer through your skills and experience.
In my opinion a lot of us state what we did and the outcome. This gives us insight to what the person can do or has done. Italso gives us insight to how they can be an asset to the company.
