How will final invoices be handled while they are usually after the period of performance (POP)?

usualy in construction companie. we must make sure that we got all the fac from third parties like consultant, municipality, departement of transport and etc. to clear the invoice (retention part) and if theire any note or complain it will be hold untill every thing to be satisfactory
