Very good question and I will do my best to answer:

:For several reasons

1-Customs and traditions

2- The large experience which the manager have, and the new staff still the being, which need patience in training.

3- The work pressure, which let the managers sometimes forget the human element

4-To remind the managers that, once he has a successful team, he will be the best manager and leader ever.
