Yes it is requied, not only for managers, but for each and every single staffs working for a firm should have which may help them to take decisions in the absence of  their leader/manager. Intuitive, for some this may be gifted skill  but for others it is strongly advised to develope it to its maximum or you will be pulled back later... :)
