For example, take Email service. There maybe one email service owner but that service depends on various processes and those process owners will be reporting to the service owner for overall health and functionality of the service.

Answer best illustrated by example but generally, the ownership of processes or services will depends on the organisation management style and governance structure and maturity. In mature organisation, the services had specific owners usually the services management whether business services or IT services and this function is centered. For example, change management is owned by the IT services manager. In similar way, the process will be assigned process owner even if the process made of a number of tasks or functions which have different owner than the process. Ownership need to be determined also for systems, applications, data and controls.
