Yes true. And for the problems you mentioned also needs excellent leadership to remedy.

Friction,Confusion,Low Performance are directly proportional to Poor Leadership.If there is Friction and Confusion with the organization it could be as a result of lack of collaboration and poor delegation and if it persists then you can't expect the performance of the employees to be on the mark.
But why low performance does not need leadership. every thing even if it is seemed to be natural needs leadership.
So, we lead to takeactions about negative attitudes and correct the wrong which iplies to good perfomance.
Leadership is the key. With an effective leader, rest of the three factors can well be taken care of.
Leadership type can either create confusion or coviction in the ranks
Leadership drives anything happening in the organization, even friction, confusion, & low performance. That is why we have effective leadership and in-effective leadership.
Yes it so happens when all start eyeing at the top. If we look below then perhaps we will be thankful for many things and try lifting them up.

I will not really connect this necessarily with leadership, and I really do not like pushing the word "leadership" in everything ...
I would attribute the three things you mentioned to the "SYSTEM" or "LACK OF SUCH SYSTEM" that should be there in place, supposedly to control the relation and itneraction between people within the same organization.
Notice that (1) Friction (2) Confusion and (3) Poor performance are attributes of people behavior and not of well designed/well-structured engines, machines or systems.

Performance and good behaior/conduct are attributes of the system and how the system is being administered and implemented within clear policies and procedrures, guidelines and honest/professional management style !!
