Yes it is a good sign for the the organization. It shows that organization is very careful to recruit someone as an employee. I belief that it is neccessary before giving appointment or job offer letter to employee.
Partly, it is a positive sign of getting hired. But an applicant whose references are checked by the prospective employer should not depend solely on this. The employer has the prerogative to choose which one is most suitable for the position.
