There is no alternative to verifying that whether the payments are made out of petty cash or from bank account. But whether payments are made to these individual can be verfitying by obtaining confirmation from these employees. Furthermore, external auditor can also ask the company to provide reconciliation of petty cash.

He can also check salaries payment from banks for all the employees to ensure that payments to these3 employees are not made out of bank account and after getting salary payment confirmation from employees it can be concluded that the payments are made from petty cash.

But at the end, even the auditor is satisfied, this matter should be report to the management and those charged with governance.

Hope you understand.
