Perception may lead you to misjudge, but understanding never...
Understanding : Understanding coming with real knowlegde, while perception ; in-process of understanding step(s). OR/AND uncertinity of certain idea - so its perception not understanding.
Understanding is about a past subject explanation.
Perception is about a future subject.
Perception is assuming you have the knowledge or information of either goods or services whether is right or wrong in other words its assumption while understanding is getting into detail of a certain goods or services and getting to know it well by that I mean the importance of it the likes and dislikes

When we unable to completely understand something, our mind make sense of that info., thats PERCEPTION.
Perception isthe act of perceiving which may be divided into sensory perception, and psychological perception- sensory perception comprises of looking at a situation and grasping its various facets with the help of sense organs- the perception via eyes, ears, nose, tongue and skin. Psychological perception is the use of our mind and CNS to get a comprehensive outlook of the matter. Understanding is a part of this and can be defined as the process of alligning matters to get a correct insight.
Action without perception would be an utter folly, action with only perception would be like sending your pet dog with a shopping bag to the shop, but without the shopping list...
Hence in any situation, one has to initially perceive, then understand- and then act
