It depends on the grid voltage level and the motor rated voltage for its connections. Some motors are connected delta where some other motors are connected star for the same applied voltage, it is a matter of manufacturing. But in general for a specific motor, star connection draw less current allowing the use of less area cross section of cables. Large motors may need high voltage level if connected star.
From starting-up point of view, VFD inverter operation gives the best starting procedure but it is the most expensive method if varaiable speed not needed. Soft starters is the best solutions for starting-up large motors but a drop in income grid voltage is expected during ramp-up. Star delta combination is prefered for slightly large motors starting only if the income grid voltage is the rated level for motor delta connection.
connection depend on the size and accordance to the nameplate . in common star connection is used in small power motors DOL connection and3803 phase . Delta connection for2203 phase for large motors STAR-DELTA Connection is must to reduce statrting current and toruq

is it DC or AC motor?
what is your application is it mid voltage or high voltage?
in you in DCP, is the resistance on - negative or positive.+?
what rotation do you want clockwise it anticlockwise?
That really depend on motor application and motor nameplate.
Star is preferred coz of low current.
Star delta is prefered for initial low current and after transistion state high torque.
Softstarter same as star delta, more expensive.
Frequency Drive, The most expensive one but never used to stating only, if u have variable torque or speed requirment then VFD are the best.
